Redbridge fly-tip fine tops £10k after waste dumped

A dry cleaning business and its director have been ordered to pay a combined £10,777 after hazardous commercial waste was traced to Aldborough Hall Nature Reserve in Redbridge.
Palm Dry Cleaners Ltd, based in King Street, Hammersmith, and company director Shazia Nadeer were prosecuted by Redbridge Council after enforcement officers investigated waste dumped at the nature reserve, an extension of Fairlop Waters Country Park.
Nadeer, 51, pleaded guilty at Barkingside Magistrates Court on Tuesday 12 May to environmental offences under the Environmental Protection Act 1990. The council said the case should serve as a warning to businesses that fail to dispose of commercial waste lawfully.
Hazardous waste found at Aldborough Hall Nature Reserve
Redbridge Council said its Neighbourhood Enforcement Team was alerted by local residents after three large, distinct piles of waste were found at the wildlife site on Painters Road, Ilford.
One pile contained commercial waste including blue dry-cleaning bags, cardboard boxes and plastic chemical bottles. Officers also found two large open metal drums lying on their sides, with remnants of super stabilised perchloroethylene inside.
Perchloroethylene is a colourless hazardous liquid used in the dry-cleaning industry. It can pose health risks to people and harm the environment if it is not handled, stored and disposed of safely.
Empty bottles of Jolly Smak, another chemical used in dry-cleaning processes, were also found at the site. For a nature reserve connected to Fairlop Waters Country Park, the discovery turned a local environmental nuisance into a more serious hazardous waste investigation.

Three-day search linked waste to Palm Dry Cleaners
Investigating enforcement officer Ron Clayden said the waste deposit was large-scale and deliberate, and described it as one of the most complex cases encountered in the borough.
“We spent three days meticulously examining the waste to identify any evidence that would lead to bringing those responsible to account,” he said.
After going through the dumped material and carrying out follow-up enquiries, officers said they found evidence linking part of the commercial waste to Palm Dry Cleaners Ltd and Shazia Nadeer.
When questioned, Nadeer was unable to provide verifiable evidence or legal documentation showing how the business had disposed of the waste. The council said she also could not show what steps had been taken to make sure the waste was being handled safely and securely to prevent leakage or spills.
The prosecution covered two waste offences: failure to take all reasonable measures available to prevent a contravention involving the deposit of controlled waste, and failure to comply with requirements to produce waste transfer notes.
Court penalties for the director and company
At Barkingside Magistrates Court, Nadeer was fined and ordered to pay a victim surcharge and council costs totalling £3,773.
Palm Dry Cleaners Ltd was separately fined and ordered to pay a victim surcharge and council costs totalling £7,004.

Together, the court-imposed fines and costs came to £10,777. The penalties show the financial risk businesses face when they cannot prove how commercial waste was lawfully transferred and disposed of.
Waste transfer notes are a central part of that duty of care. They provide a record of who handled the waste, what type of waste was involved and where it was taken. Without those records, businesses can struggle to show that they took reasonable steps to prevent unlawful dumping.
Redbridge warning to businesses over fly-tipping
Cllr Sunny Brar, Redbridge Cabinet Member for Enforcement, Community Safety and Cohesion, said the council had “zero tolerance for grime crime in Redbridge”.
“All businesses are required to dispose of their commercial waste legally and responsibly and must have the required documentation to demonstrate how they do this,” he said.
He added that the prosecution should warn businesses acting unlawfully that the council will use “the full weight of the law” where waste is found dumped in Redbridge.
The council said separate investigations, unrelated to Nadeer or Palm Dry Cleaners Ltd, are continuing into the other piles of waste discovered at Aldborough Hall Nature Reserve.
Residents who spot a fly-tip in the borough can report it through Redbridge Council’s Report It service. The council says all reported fly-tips are recorded and investigated, and that enforcement action is taken where evidence is found. It also says it aims to clear recorded fly-tips on council land and highways within 24 hours of a report being made.
