Harrow’s Roxeth Library set for £110k upgrade

Roxeth Library in South Harrow is due to be refurbished with £110,000 secured from Arts Council England, with the upgraded building expected to be completed by spring 2027.
The work will turn the long-running branch into a more modern community hub for study, remote working, family visits and everyday library use. Harrow Council says the design will reflect how residents now use libraries, with more flexible space and improved facilities inside the building.

Roxeth Library first opened in 1954 and was the first permanent library built by Middlesex County Libraries after the Second World War. The upgrade comes during the National Year of Reading 2026, more than 70 years after the branch began serving local readers.
Arts Council England funding behind the work
Harrow Council said the £110,000 award comes through Arts Council England. Harrow is one of seven London library authorities to receive funding through the programme.

The money forms part of the Government’s wider Arts Everywhere Fund, described as a £1.5 billion package to improve access to arts and culture across England. For Roxeth Library, the funding is aimed at keeping the branch usable, sustainable and relevant for residents in the years ahead.
Cllr Janet Mote, Harrow Council’s Cabinet Member for Community and Culture, said the investment would help the branch continue to serve modern users while meeting residents’ needs now and in future.
What residents can still use at Roxeth Library
The library allows members to borrow up to 25 items at a time from a collection of more than 21,000 books. Members can also access digital newspapers, magazines, eBooks and eAudiobooks.
Research tools available through the library service include Ancestry, Britannica, Driving Theory Test Pro and BFI Replay. These services make the branch useful for family history research, school work, driving test preparation and film archive access.
Upgrade expected by spring 2027
The council has set spring 2027 as the expected completion point for the upgraded community hub. Further details on any temporary service changes, opening arrangements or phased works would be the next practical information residents will need before building work affects normal visits.
Michelle Walker, London Area Director at Arts Council England, said the investment would help keep cultural venues, museums and libraries open, sustainable and accessible for years to come.
