Construction of two flexible industrial buildings at Leconfield Industrial Estate in Cleator Moor is expected to begin in August 2026. Cumberland Council has appointed Morgan Sindall Construction and Infrastructure Ltd to deliver Unit 9 and Unit 12, with the new premises due to become available from late 2027.

The contractor appointment provides the latest confirmed timetable for the iSH Enterprise Campus. The buildings are intended for established companies and businesses that need larger premises as they grow, although no prospective occupiers have yet been named.

Building work is due to start in August

Morgan Sindall will construct both buildings for Cumberland Council. The project remains at the pre-construction stage, with the first activity on site expected during August rather than immediately after the appointment.

The announced schedule has two main milestones:

Both dates are expectations rather than confirmed opening appointments. The council has not disclosed the construction cost, detailed floor areas or a schedule for allocating the completed units.

Unit 9 and Unit 12 will provide double-height workspace capable of serving a single established company or operating as “grow-on” accommodation for a business taking its next step. Subdivision will also be possible, allowing the internal space to be configured around different occupier requirements.

The specification includes steel frames, insulated cladding and an eight-metre eaves height. Loading, storage and on-site parking space are planned alongside flexible internal layouts. Externally, muted black cladding will be combined with brighter accent colours on the gables.

For Cleator Moor businesses, the practical effect will be a new supply of adaptable industrial premises at Leconfield Industrial Estate. The accommodation is designed to support manufacturing and other industrial uses without limiting each building to one fixed configuration.

Energy systems form part of the specification

The plans include photovoltaic panels, heat pumps and electric-vehicle charging facilities. Cumberland Council says the buildings are intended to achieve an EPC A rating, placing energy performance within the core specification rather than treating it as a later addition.

That rating and the proposed technologies describe the design target. Final performance will depend on construction, commissioning and how the premises are used after occupation.

Campus links nuclear skills with new industries

The iSH Enterprise Campus forms part of a wider West Cumbria regeneration programme focused on robotics, manufacturing and digital activity. The initiative builds on the region’s nuclear heritage and technical capability while seeking to create space for industrial innovation and business investment.

Government support is being provided through Town Deal and Levelling Up programmes. Strategic partners include the Nuclear Decommissioning Authority and Sellafield Ltd.

Darren Crossley, Cumberland Council’s Director of Place and Economy, said developments of this kind could provide a foundation for future investment in Cleator Moor and the wider Cumberland economy. Gary McKeating, Managing Director of iSH, described the contractor appointment as a milestone towards bringing industrial development and innovation together on the campus.

Bruce Burnett, Operations Manager at Morgan Sindall Construction and Infrastructure Ltd, said the flexible accommodation was designed to support business growth and investment across West Cumbria. The next verifiable milestone is the expected start of work at Leconfield Industrial Estate in August 2026.
