Lancashire residents await council review outcome into 2027

Ornate wood-paneled council chamber in Blackpool, Lancashire, set for local government meetings.

Lancashire’s planned council reorganisation review will continue into early 2027, the Government has confirmed. Work on parts of the programme will carry on in the meantime where it does not depend on which council structure is ultimately adopted or on the implementation timetable.

The update affects the programme to replace Lancashire’s 15 councils with four larger unitary councils. The Government announced that plan in July, with implementation due by April 2028. The review’s outcome could inform what happens next, but no change to the timetable or structure has been announced in this update.

Work continues on plans that can proceed

Mark Wynn, the programme’s Senior Responsible Officer, said the Programme Delivery Office and councils across Lancashire had reviewed implementation plans since the review was announced in September. They identified activity that can continue without committing to a particular future council structure or timetable.

Wynn said this approach is intended to maintain progress while avoiding unnecessary spending or work that might have to be undone. Councils, elected members, staff and partners will continue preparing for the next stage while the Government’s review is under way.

Government review runs into early 2027

The review covers recent Local Government Reorganisation decisions across England, including the decision for Lancashire. The programme has not provided a more specific date for the review outcome. Lancashire’s councils say they will be positioned to respond when the Government’s findings are known.
