Bolton planning decisions face delays as rules change
Bolton residents with planning applications could face delays after national rules take effect on October 31. The council says it will continue to receive and assess applications, but it cannot hold Planning Committee meetings or determine applications until its constitution is amended.
Full Council is due to consider that amendment at its next meeting on November 10. The change would let Bolton implement the National Scheme of Delegation, which shifts more planning decisions from elected-member committees to council officers.
Applications continue, but decisions may be delayed
The council says disruption and delays to local planning decisions are inevitable during the period between the national rules taking effect and any constitutional amendment. It will continue processing new and existing applications in the meantime.
The immediate effect is on decisions: applications can still be assessed, but the council says it will not be legally able to determine them after October 31 unless and until the constitution is amended.

Full Council rejected an earlier amendment
The government updated the National Scheme of Delegation last year. Under the changes, which take effect nationally on October 31, more applications would be decided by planning officers rather than a committee of elected members.
The government says the system is intended to make decisions quicker and more efficient and reduce the number overturned on appeal. Larger and more contentious applications would still require planning committee approval.
Bolton needs to amend its constitution to put the scheme into effect locally. At a meeting on October 7, Full Council voted against making that amendment. Members are due to consider the matter again on November 10.
