Towcester Meeting to Address £7m Budget Overspend

West Northamptonshire Council is set to hold a public Cabinet meeting on Tuesday, 9 June, to review the provisional financial position for the 2025-26 period. The session, which is free to attend, will take place at The Forum in Towcester, starting at 6:00 pm.

This meeting provides a key opportunity for local residents to gain insight into the council’s fiscal management, specifically regarding a reported £7m overspend against the council’s £431.8m net revenue budget. Understanding the Budget Pressures

The £7m overspend represents approximately 1.6% of the council’s total net revenue budget. While this figure is significant, council officials have noted that it reflects a reduction from earlier forecasts, with £2.5m in savings identified since December through internal cost-saving initiatives.

Financial strain is primarily driven by rising costs in social care. The Northamptonshire Children’s Trust has reported an increase in both the volume and complexity of children requiring specialist support, leading to higher placement expenses. Simultaneously, the Adult Social Care sector has faced a 23% rise in nursing bed placements following hospital discharges, further impacted by a 6.7% increase in the National Living Wage, which has raised provider costs across the region.

Education, Housing, and Future Outlook

The council’s financial report also highlights a material deficit within the Dedicated Schools Grant. This is largely attributed to an 88% surge in Education, Health and Care Plans (EHCPs) since 2021. While government funding has historically struggled to keep pace with this demand, the council anticipates receiving approximately £50m through the High Needs Stability Grant in 2026-27, provided that local SEND reform plans receive the necessary approval.
