Fresh proposals have been drawn up to regenerate Scarborough West Pier, with North Yorkshire Council saying the scheme is intended to protect the historic working harbour while improving the waterfront for visitors and local businesses.
The revised plans cover the pier in Scarborough South Bay, where several buildings have deteriorated after years of exposure to marine conditions. The council says long-term investment is needed to repair listed heritage assets, improve safety and structural condition, and safeguard the fishing industry that still operates from the harbour.
Residents, harbour users and businesses are now being asked to comment before the authority finalises the scheme for a planning application. The public consultation is open until Monday, 13 July.
Restored buildings and new harbour facilities
The proposals include repairs to existing heritage buildings so they can return to active use while keeping their historic character. Other structures that are no longer considered fit for purpose would be removed to allow new development.
The council says the scheme would also create modern, flood-resilient commercial buildings, improved public toilets, parking, new kiosks and better pedestrian routes. A new paved plaza is proposed as part of the visitor-facing improvements, with potential to host outdoor events and cultural activity.

For harbour users, the revised scheme keeps a clearly defined working harbour area. The plans include improved fishery facilities, including new bait sheds and welfare facilities, after feedback from earlier proposals raised concerns about how the regeneration would affect fishing and marine operations.
A restaurant previously proposed for Building 1 has been withdrawn. The council also says flexible industrial space would be protected so it could support a future boat lift and possible pier expansion.

The council said the 2023 consultation found that 91 per cent of respondents agreed intervention was needed to safeguard the pier. The revised proposals have been shaped after responses from harbour users, local stakeholders and members of the public during the earlier planning process.
Working harbour and visitor waterfront
Scarborough harbour has to serve several audiences at once: fishing crews, marine businesses, residents, day visitors and the wider tourism economy. The new proposals try to separate those needs more clearly by retaining a working harbour area while adding public facilities and visitor space around it.

That balance is likely to be central to the next stage of debate. For the fishing industry, the practical questions are about access, storage, welfare facilities and whether future harbour expansion remains possible. For visitors and nearby businesses, the visible changes would be improved walking routes, toilets, kiosks and a more usable public space on the seafront.
The pier is also part of Scarborough’s heritage landscape. Repairing listed buildings while replacing structures that have reached the end of their useful life gives the project a conservation dimension as well as an economic one.
Why the pier needs investment
North Yorkshire Council says many facilities on the West Pier are in urgent need of investment because of the harsh marine environment. Buildings on exposed harbour infrastructure face salt, wind, wave action and water ingress over long periods, increasing the cost and complexity of repairs.
The authority says the work is needed to protect historic buildings, improve safety and support the long-term use of the harbour. The regeneration scheme sits alongside wider investment plans for Scarborough Harbour, including infrastructure and facilities for harbour users.

Cllr Mark Crane, executive member for open to business, said the project was an opportunity to transform the harbour and safeguard it for future generations.
“Many of the facilities on the West Pier are in urgent need of investment,” he said. “Our aim is to revitalise the pier so it can continue to support local businesses, while also becoming a more attractive and sustainable destination that can drive growth in the town.”
Consultation before the planning stage
The current consultation will help refine the proposals before a planning application is brought forward. The council has asked people to review the revised plans and submit their views by Monday, 13 July.
Cllr Crane said some buildings would need to be demolished to make way for new development, while others would be carefully repaired so Scarborough’s maritime heritage is preserved and celebrated.
