Market Rasen waste offences leave cousins with £6,811 bill

Two cousins from North Owersby, near Market Rasen, have been ordered to pay fines and costs totalling £6,810.80 after admitting waste offences uncovered by an Environment Agency investigation. Ian Wilmot and Mark Wilmot were sentenced at Lincoln Magistrates’ Court on Monday, 27 July 2026.

Court orders split the penalties

Ian Wilmot, 61, of Hall Farm, was ordered to pay £3,990.55. The total comprised a £792 fine, a £316.80 surcharge and prosecution costs of £2,881.75.

Mark Wilmot, 66, of Bramwil Hall Farm, received a 15-month conditional discharge. He must pay £2,820.25, comprising a £26 surcharge and £2,794.25 in costs.

Surveillance traced mixed waste to Hall Farm

Environment Agency surveillance alerted officers to waste being removed from one farm and taken to another in the Market Rasen area. Their investigation led to Hall Farm, where officers found brick rubble contaminated with wood, plastics, plasterboard and roofing felt. An officer also witnessed waste material being burned at the site.

Mark Wilmot admitted transferring the material from a nearby farm to his cousin Ian’s property. Although he held a waste carrier’s licence, he had not checked whether Hall Farm had the environmental permit required to accept the waste. Waste transfer notes requested by investigators were not provided.

Offences covered permits and transfer records

Ian Wilmot admitted operating a regulated waste facility without an environmental permit between 27 June and 7 July 2023. The operation involved the deposit, treatment and storage of mixed waste.

Mark Wilmot admitted knowingly causing controlled waste to be deposited on land without a permit. He also pleaded guilty to failing his waste duty of care by not ensuring that an adequate written description accompanied the transfer.

A separate enforcement case showed how public reports helped authorities close illegal waste sites in Lancashire.

Peter Stark, the Environment Agency’s enforcement team leader for Lincolnshire and Northamptonshire, said officers were actively targeting illegal waste activity. Suspected offences can be reported to the Environment Agency around the clock on 0800 80 70 60 or anonymously to Crimestoppers on 0800 555 111.
