Cheshire East Council is formally starting work on a new Local Plan, the document that will guide where homes, jobs, infrastructure and protected spaces sit across the borough well into the 2040s.
The immediate decision is procedural: Cheshire East Cabinet has agreed that a notice of intention to commence can be published. That notice allows the plan-making process to officially begin, with the first public scoping consultation due to start in July.
Cabinet decision starts the plan-making process
A Local Plan is the main planning blueprint for a council area. It sets the framework used when decisions are made on new development, including housing sites, employment land, transport links, town centre regeneration, affordable homes and community facilities.
For Cheshire East, the new plan is expected to look ahead to 2045. The council says it will also cover green spaces, heritage, climate change, healthier environments and opportunities for local businesses.
Councillor Michael Gorman, deputy leader of Cheshire East Council, said the borough needs “a bold and ambitious strategy and vision for the future” so it can continue to grow and thrive.
Homes, roads, schools and green space are all in scope
For residents, the Local Plan matters because it can shape where development is encouraged, restricted or tested against local policies. Without an up-to-date plan, the council warns that homes and other development can come forward in places that may not have the schools, roads, health services or other facilities communities rely on.
The plan will not decide every individual planning application in advance. It will, however, set the policy basis that future applications are judged against.

That makes the early consultation stage relevant for households, landowners, businesses, community groups and anyone concerned about growth, infrastructure or environmental protection in Cheshire East.
July consultation will test the early direction
The first stage will be a scoping consultation starting in July. It is expected to ask for views on the council’s proposed vision for Cheshire East, its approach to policy development, the emerging evidence base and how it should engage with residents and stakeholders.
Cllr Gorman said the council will place emphasis on consultation, including community assemblies, as the plan develops.

Adoption is expected by early 2029
The Cheshire East Local Plan is expected to be completed and adopted by early 2029. Before that, the July scoping stage will be followed by further statutory consultations as the document moves through evidence gathering, policy drafting and examination.
Cllr Gorman said: “What we decide through the Local Plan will affect how Cheshire East looks for many years to come – so your views really do matter.”
