Kirklees residents, businesses, community groups and other organisations have until Friday 11 September 2026 to influence the priorities guiding the district’s future development. The free Kirklees Local Plan Consultation opened on Thursday 13 August and is being held online through the Kirklees Council website.

This is the first stage of the new plan-making process. It focuses on the issues the Local Plan should address and how the council should engage with communities, rather than asking people to comment on individual development sites.

Residents can influence homes, jobs and transport

A Local Plan sets out how land across Kirklees should be used and where new development could take place. It guides planning decisions affecting homes, employment, transport, community facilities and the management of both the built and natural environment.

At this stage, the council wants people to identify the local issues and priorities that future policies should address. Responses can therefore cover the balance between new development and green spaces, the infrastructure needed to support communities and the ways residents should be involved as the plan progresses.

The current Kirklees Local Plan was adopted in 2019. It is now being updated to reflect the Government’s new plan-making system, introduced in March 2026. According to Kirklees Council, the replacement plan is intended to support economic growth and new housing while protecting green spaces, promoting sustainable development and contributing to the district’s ambition to become net zero and climate-ready by 2038.

Higher housing requirement changes the planning picture

National planning policy means Kirklees must now provide for more homes than its current Local Plan requires. The existing plan contains a target of 1,730 new homes a year, while the district is currently required to plan for 1,917 annually—a difference of 187 homes each year.

The consultation also covers the services and facilities needed alongside development. The council identifies schools, healthcare, leisure and cultural facilities, green spaces and safe neighbourhoods among the matters the Local Plan must consider. Sustainable travel, including walking, cycling and public transport, is also part of that planning framework.

Councillor John Hardie, Cabinet Member for Regeneration, Highways and Transport, said the plan would influence where homes, jobs, infrastructure and green spaces could be located. He described the consultation as an opportunity for people to help shape the district’s future and urged interested residents and organisations to respond before it closes.

Development sites will be considered in the next stage

Individual site allocations and detailed planning policies are not part of this initial consultation. Kirklees Council says those subjects will be consulted on separately in June 2027.

Responses received by 11 September, together with updated evidence about the district’s future needs, will inform the next draft. That later document is expected to contain proposed planning policies and options for where future development could take place. Views on the current priorities must be submitted through the Local Plan webpage before the consultation closes.
