Ellesmere Port parents face tighter school traffic checks

Drivers using Eddisbury Road in Ellesmere Port will face camera enforcement during school arrival and collection times when new Automatic Number Plate Recognition cameras become operational near Woodlands Primary School.
Cheshire West and Chester Council says the ANPR cameras are expected to be installed for the start of the September term. They will identify vehicles entering the existing School Street during restricted periods and check their registration numbers against the exemption list.
The School Street has operated since 2023, but the new equipment will allow the council to enforce its traffic restrictions more directly. A registered keeper may receive a Penalty Charge Notice if an unauthorised vehicle enters the controlled section while the restriction is active.
Eddisbury Road restrictions remain time-limited
The restriction applies on school days and covers two short periods aligned with the busiest times outside Woodlands Primary School.

Outside those operating hours, the School Street restriction does not prevent vehicles from using the road under this scheme. Drivers should still observe any separate signs, parking controls or other highway rules that apply on Eddisbury Road.
The council introduced the School Street to reduce traffic gathering around the school gates. Fewer moving vehicles at arrival and collection times are intended to make the route safer for pupils, parents, residents and other people walking or cycling in the area.
Residents and Blue Badge holders can seek exemptions
People living within the School Street can register a vehicle for an exemption, provided it is registered to their home address. Blue Badge holders who need to enter the street during the controlled hours will also be able to apply.
Motorists should not assume that living nearby, visiting a resident or holding a Blue Badge automatically places a vehicle on the exemption list. The council’s notice says the cameras will check number plates against registered exemptions, making advance registration the practical safeguard for eligible drivers who need access.
The enforcement change follows discussions between Cheshire West and Chester Council, local residents and the school. For families, it means the existing restriction will be backed by automated checks rather than relying only on signs or occasional observation.
ANPR enforcement is separate from parking controls
The School Street restriction concerns vehicles driving into the controlled area during its operating hours. It does not replace or alter the parking restrictions on Eddisbury Road, which the council says have been in place for more than 17 years.
That distinction matters for drivers. A vehicle could comply with the School Street access rules but still breach a parking restriction, while an unauthorised vehicle entering during the controlled period could face enforcement even if it does not park.
Councillor Karen Shore, the council’s deputy leader and cabinet member responsible for transport and highways, said the equipment is solely for moving-traffic enforcement and is not being installed as general-purpose CCTV.
According to the council, the cameras will focus on the highway restriction and record clips of vehicles suspected of contravening it. The material will be reviewed before any penalty is issued, with people and other protected images blurred where required. The council says no unrelated data will be retained.
Camera installation planned before the new term
The ANPR units will be attached to lighting columns or installed on new poles. Similar equipment is already used at several locations in Chester.
Before the cameras begin operating, eligible residents and Blue Badge holders who require access during the restricted periods will need to ensure their vehicles are registered for an exemption. Other drivers should plan routes that avoid the controlled section of Eddisbury Road between 8.30am and 9am and between 2.45pm and 3.30pm on school days.
